المادة 1
a. As of the date on which this Decree comes into force, the following is hereby transferred from the DDA to the DMC: 1. all the duties and powers vested in the DFTC under the above-mentioned Executive Council Resolution No. (50) of 2014 and other legislation in force in the Emirate; 2. the ownership of the real property, movables, assets, devices, equipment, systems, and other property of the DFTC; 3. the DFTC Employees working in the DDA and whose transfer the DMC deems essential to enable it to achieve its objectives and perform the duties and functions assigned to it under the above-mentioned Law No. (5) of 2022, the resolutions issued in pursuance thereof, and other legislation in force in the Emirate of Dubai. These Employees must be placed on their respective grades, in accordance with the above-mentioned Law No. (8) of 2018 and the resolutions issued in pursuance thereof and in coordination with the Dubai Government Human Resources Department, and must retain their existing rights; and 4. the financial appropriations allocated to the DFTC in the annual budget of the DDA, and all revenues generated by the DFTC from issuing permits and providing services under applicable legislation. b. All rights and obligations of the DFTC are hereby transferred to the DMC.

The Department of Finance must provide the financial resources required to enable the DMC to perform the duties assigned to it under this Decree.
المادة 3
The DMC must pay the Total Salaries of the Employees of the DFTC who are transferred to the DMC by the effective date of this Decree, as per their respective employment contracts, until the placement of these Employees on grades in accordance with the provisions of sub-paragraph (a)(3) of Article (1) hereof.
المادة 4
The DMC and the DDA must coordinate with the concerned entities in the Emirate of Dubai to comply with the provisions of this Decree within no later than three (3) months from the date on which this Decree comes into force. The Chairman of the Executive Council may, where required, extend this time frame for the period he deems appropriate.
المادة 5
The Chairman of the Executive Council will issue the resolutions required for the implementation of the provisions of this Decree.
المادة 6
a. The above-mentioned Executive Council Resolution No. (17) of 2012 and Executive Council Resolution No. (50) of 2014 are hereby repealed. b. Any provision in any other legislation is hereby repealed, to the extent that it contradicts the provisions of this Decree. c. The bylaws, regulations, and resolutions issued in implementation of the above-mentioned Executive Council Resolution No. (50) of 2014 will continue in force to the extent that they do not contradict this Decree or the legislation, regulations, resolutions, and bylaws applicable to the DMC, until new superseding bylaws, regulations, and resolutions are issued.

This Decree will be published in the Official Gazette and will come into force on the day on which it is published.
