If you're leaving a UAE job, your old employer has to officially close your work permit and residency file. The document that proves they did is the cancellation paper — and without it, your next employer (or your exit plan) will hit a wall fast.

A cancellation paper in the UAE is the official confirmation that your work permit with the Ministry of Human Resources and Emiratisation (MOHRE) and your residence visa have been formally cancelled. It's signed by you and the employer, then issued by MOHRE and the General Directorate of Residency and Foreigners Affairs (GDRFA) or ICP. You'll need it to get a new visa, claim end-of-service benefits, close gratuity disputes, or leave the country without overstay fines. Free zone and DIFC/ADGM employees get an equivalent from their own authority.

What the cancellation paper actually proves

Two things have happened. Your MOHRE labour contract is closed, and your residency permit under Federal Decree-Law No. 29 of 2021 on Entry and Residence of Foreigners has been cancelled.^[1]

The paper itself has two parts most people confuse. There's the labour card / work permit cancellation from MOHRE, and there's the residency cancellation stamped by GDRFA (Dubai) or ICP (federal). For mainland employees, both are usually processed together through the employer's PRO or a typing centre.^[2]

Free zone workers get a slightly different version. DMCC, JAFZA, DIFC, ADGM — each issues its own cancellation letter, and the residency side still goes through GDRFA or ICP depending on the emirate.

You sign the form before it's submitted. That signature matters. It confirms you received your end-of-service dues and have no labour claim pending — or, if you didn't, you should refuse to sign until MOHRE mediates. This is where people slip up: signing first and arguing later almost never works.

When you need it and the deadlines that bite

You need a cancellation paper UAE-side in four situations: switching employers, leaving the country permanently, converting to a dependant or freelance visa, or your employer is liquidating.

The clock you cannot ignore: once your residency is cancelled, you get a grace period to either exit the UAE or transfer status. Standard grace is 60 days under the 2022 implementing regulations, though some categories (Green Visa holders, certain Golden Visa cases) get longer.^[3] Overstay fines kick in at AED 50 per day after the grace period ends.^[4]

If you're moving to a new job, your new employer applies for your work permit using the cancellation paper as proof you're free to be hired. No paper, no new permit. It's that binary.

Don't assume HR will hand it to you on your last day. Ask in writing two weeks before you leave.

Watch out: Some employers stall cancellation to pressure departing staff. If 14 days pass after your last working day with no cancellation, file a complaint with MOHRE on 80060 or through the MOHRE app. The ministry can force the cancellation and, in clear cases, block the employer from new hires.

How to actually get it

The standard mainland process:

1. Employer prepares the cancellation form through MOHRE's online portal or a Tas-heel centre.
2. You sign it — in person, or with a verified digital signature via UAE Pass.
3. Employer pays the MOHRE cancellation fee (currently around AED 100–200 depending on category, 2024 schedule).^[2]
4. Residency cancellation is submitted to GDRFA/ICP. Fee is roughly AED 160 for standard processing.
5. You receive the stamped cancellation paper, usually as a PDF.

Free zone process is similar but routed through the free zone authority's portal first, then GDRFA. DIFC employees, for instance, use the DIFC Government Services portal; the labour cancellation is governed by DIFC Employment Law No. 2 of 2019.^[5]

Keep the PDF. Print two copies. You'll need it for your gratuity transfer, your next visa application, and — if you're closing a bank account or a tenancy — sometimes the bank or Ejari office (Ejari is Dubai's tenancy registration system) will ask too.

What if there's a labour dispute?

Don't sign the cancellation if your end-of-service gratuity, unpaid wages, or leave balance hasn't been settled. Once you sign and the paper is issued, recovering money gets harder — not impossible, but harder.

File a complaint with MOHRE first. Mainland labour disputes under AED 50,000 (or any dismissal case) now go through MOHRE's mediation under Federal Decree-Law No. 33 of 2021 on Labour Relations, with referral to the Labour Court if mediation fails.^[6] Free zone disputes follow their own track — DIFC has the DIFC Courts Small Claims Tribunal for claims under AED 500,000.

The cancellation paper UAE process can be paused while a dispute is active, though in practice MOHRE usually pushes both sides toward a settled cancellation rather than indefinite limbo.
