External approvals are the wildcard. Activities like medical, education, transport, food, and security need a nod from the relevant authority (DHA, KHDA, RTA, Dubai Municipality, SIRA) before DED will issue. That's where weeks disappear.

How to access DED services

Three channels, in order of how most people use them:

1. Invest in Dubai portal (investindubai.gov.ae). The unified government platform. Apply, pay, and download licences here. It also pulls in approvals from other Dubai entities automatically for many activities.[3]

2. DED Trader app. For sole-proprietor home businesses and social-media sellers. Lower fees, no office requirement.

3. Service centres (Tas'heel and authorised typing centres). Useful when you need a human, especially for complex amendments or partner changes involving non-GCC nationals.

Most people get this wrong: assuming a PRO or "business setup consultant" is required. They're not. They're convenient, and they can save you from document mistakes, but DED's portal is designed for direct use by owners. If your structure is simple — one or two partners, a straightforward activity — you can self-file.

When you'll need DED after setup

Setup is the loud part. The quiet part is everything that follows:

  • Annual renewal — miss the deadline and you'll pay AED 250/month late penalty per the DET fee schedule, plus risk a block on your immigration file.[1]
  • Adding or removing an activity — needs an amendment and sometimes a fresh external approval.
  • Changing partners or share split — requires a new MOA notarised at Dubai Courts or a typing centre, then DED amendment.
  • Moving office — new Ejari, new licence printout. Don't skip this; immigration checks the address on your card.
  • Adding a branch — separate licence, separate fees.
  • Cancelling the licence — needs clearances from labour, immigration, and a newspaper liquidation notice if it's an LLC.

Federal Decree-Law No. 32 of 2021 on Commercial Companies governs the corporate side of all this — DED enforces it locally.[4]

Watch out: A common trap is letting the licence lapse "just for a month" while you decide whether to continue. Once it's expired, your residence visa as owner becomes invalid, your bank may freeze the account, and reinstatement costs more than a clean renewal would have.
