Dubai Drone Permit: What You Need to Fly Legally

Who Needs a Dubai Drone Permit

The law treats every unmanned aircraft the same way, whatever it's used for — a toy quadcopter from a hobby shop, a professional cinema drone, or a delivery prototype. It covers Radio-controlled Aircraft, Remotely Piloted Aircraft, and Autonomous Aircraft alike, and it applies to individuals and businesses using drones anywhere in Dubai (Article 3, Law No. 4 of 2020).

That means:

• Hobbyists flying for fun in a park
• Real estate photographers shooting listings from above
• Wedding and event videographers
• Businesses testing delivery or inspection drones
• Researchers running academic flight tests

all need to work within this framework. There's no automatic exemption just because a drone is small or flown "just for personal use" — though the Director General can exempt specific types of drones from the import and registration rules for valid reasons (Article 14, Law No. 4 of 2020), and separately decides which types and categories of drones may operate in the Emirate at all (Article 12, Law No. 4 of 2020).

Applying for a Dubai Drone Permit

Before you pilot, operate, or even run test flights of a drone, you must obtain a permit from the DCAA (Article 10, Law No. 4 of 2020). The DCAA weighs the risk of the operation, its purpose, and the area where you plan to fly before deciding whether to issue the permit (Article 10, Law No. 4 of 2020) — so a permit for filming a private garden is a different conversation than one for flying over a crowded beach.

Separate categories of permits exist depending on what you're doing: piloting an aircraft, assembling or maintaining drone systems, running a drone school, or building drone infrastructure each sit under their own permit conditions set by the DCAA. Registering Your Drone in Dubai

Owning a drone in Dubai comes with its own registration duty, separate from any operating permit:

• If you import, bring in, or sell an unmanned aircraft or its parts in Dubai, you need a DCAA permit for that (Article 14, Law No. 4 of 2020).
• Once you own a drone, you must register it with the DCAA as a separate step — registration isn't covered automatically by an import or flying permit (Article 14, Law No. 4 of 2020).
• You can't fly or test a drone before it's registered, and its registration number or identifying code must be clearly displayed on the aircraft itself (Article 15, Law No. 4 of 2020).

Skipping registration isn't a paperwork technicality — it's one of the acts the law calls out directly as a violation.

Where You Can (and Can't) Fly in Dubai

Dubai's airspace for drones is split into four categories: Approved Areas, Prohibited Areas, Restricted Areas, and Danger Areas (Article 26, Law No. 4 of 2020). You're only allowed to fly, or run operation tests, inside an Approved Area — if your drone strays outside it, you must notify DCAA's Air Traffic Control Unit immediately and follow their instructions (Article 26, Law No. 4 of 2020).

Flying in a Prohibited, Restricted, or Danger Area is off-limits full stop, with narrow exceptions for government entities using drones for security, rescue, or firefighting work (Article 31, Law No. 4 of 2020). When the DCAA decides where an Approved Area sits, it has to weigh population density, building height, and distance from Airports, Heliports, and other sensitive facilities, plus any interference with civil or military air navigation (Article 26, Law No. 4 of 2020) — in practice, that keeps places like airport flight paths and sites near military or government installations out of reach for ordinary permit holders. This law doesn't publish a map of exactly which areas count as Approved — that detail sits with DCAA resolutions, so check current maps before you fly.

Drone Photography, Filming, and Privacy Rules in Dubai

Drone photography is one of the most common reasons people search for drone rules in Dubai, and the law is direct about it: you cannot record, photograph, or use remote sensing to invade someone's personal or family privacy, and you cannot photograph or film facilities, buildings, or Prohibited and Restricted Areas without a permit from the relevant entities (Article 36, Law No. 4 of 2020).

That matters if you're planning:

• A real estate aerial shoot near neighbouring villas
• Wedding footage over a private beach club
• Any drone content near government buildings or infrastructure

Getting the flight permit doesn't automatically clear you to film whatever you like once you're airborne — privacy and filming permissions sit on top of the flight permit itself.

Penalties for Flying a Drone Without a Dubai Permit

Flying, importing, selling, or testing drones without the required DCAA permit is a punishable offence — the law allows for imprisonment, a fine, or both for these violations (Article 38, Law No. 4 of 2020). The law itself doesn't set out the exact fine amounts; those are fixed separately by resolution, so check current figures with the DCAA rather than assuming a number.

What a Dubai Drone Permit Costs

DCAA permits and related services come with fees, set through a resolution of the Executive Council Chairman rather than fixed in the law itself (Article 41, Law No. 4 of 2020). This law doesn't cover the actual fee schedule, so for current permit costs, registration fees, or renewal charges, go directly to the DCAA rather than relying on older figures you might find online.

Dubai Permit vs Federal Drone Rules

A Dubai drone permit is issued and enforced by the DCAA at the Emirate level. Federally, the General Civil Aviation Authority (GCAA) sits alongside it, and the DCAA coordinates with the GCAA — and with neighbouring emirates — on procedures for drones entering or crossing Dubai's airspace (Article 29, Law No. 4 of 2020). If you plan to fly outside Dubai as well, treat the DCAA permit as covering the Emirate only, and check separately whether federal or other-emirate requirements apply to the rest of your flight.
