Emirates ID Download: How to Get Your Digital ID in 2025
If you're standing at a bank counter, hospital reception, or Etisalat shop and someone asks for your Emirates ID — and yours is sitting at home, or worse, in the printer queue at ICP — you need the digital version. Fast. The good news: an Emirates ID download takes about two minutes if you know which app to open.
Quick answer
You can complete an Emirates ID download through the UAE Pass app or the ICP Smart Services app, both free and government-issued. Log in with your registered mobile number, verify via OTP or facial recognition, and the digital Emirates ID appears as a scannable card with QR code. It's legally equivalent to the physical card under Federal Decree-Law No. 17 of 2022 on identity and travel documents. Most banks, telecoms, and hospitals accept it. Police and immigration sometimes still want the plastic.
Where to do the Emirates ID download
There are two official routes, and honestly, one is better than the other depending on what you need.
UAE Pass is the federal digital identity platform. Download it from the App Store or Google Play, register with your Emirates ID number and a UAE mobile number, then verify your face at any UAE Pass kiosk (Dubai Now centres, Smart Salem, most ICP service offices) or remotely if you already have a verified account. Once verified, tap the "My ID" tile. The digital Emirates ID loads with a live QR code that any authority can scan.
ICP Smart Services is the Federal Authority for Identity, Citizenship, Customs and Port Security app. It does the same job but also lets you renew, replace, and track physical card delivery. If your card is in production and you want proof of status, ICP shows the application reference and a temporary digital card.
In my experience, UAE Pass wins for daily use — banks, DEWA, Salik, Careem registration all accept the UAE Pass digital ID without blinking. ICP is better when you actually need to manage the card itself.
Watch out: A screenshot is not a digital Emirates ID. The QR must be live, refreshed inside the app. Several Dubai government counters reject screenshots outright since 2023.
What you need before you start
Three things, no more.
A working UAE mobile number registered against your Emirates ID. If you changed SIM and never updated ICP, the OTP won't reach you and the registration fails at step one. Most clients get this wrong — they try to register on a new number that ICP has never seen.
Your Emirates ID number, the 784-XXXX-XXXXXXX-X format. You'll find it on the physical card, on any old residence visa page, or in the email ICP sent when your application was approved.
A device with a camera. Facial verification is mandatory for first-time UAE Pass setup at the "verified" tier — basic tier doesn't let you display the digital ID.
If your mobile number is outdated, fix it first. Visit any ICP customer happiness centre with your passport and current SIM, or use the "Update Personal Information" service on the ICP app. The update is free for citizens and AED 50 for residents as of 2025.
When the Emirates ID download isn't accepted
Let me be straight with you. The digital ID is legally valid, but legal validity and counter-staff behaviour are two different animals.
Where it works without argument: ADCB, Emirates NBD, FAB, Mashreq, du, Etisalat, Aldar tenancy registration, DHA hospitals, most clinics, RTA services, Dubai Courts e-filing.
Where you'll occasionally get pushback: notary public appointments (some notaries still insist on the plastic for power of attorney signing), Abu Dhabi traffic police roadside stops, Dubai Police station counters for criminal complaints, and certain free zone visa medical fitness centres.
Where you absolutely need the physical card: anything involving fingerprinting, the airport e-gates if you haven't enrolled your face, and any process where the card itself is physically captured (some sponsorship cancellations).
The legal basis sits in Article 6 of Federal Decree-Law No. 17 of 2022, which recognises digital identity documents issued through approved federal platforms as equivalent to physical ones.[1] Cabinet Resolution No. 57 of 2023 extended this to specific digital wallets including UAE Pass.[2] So if a counter clerk refuses, you can politely cite the law. Whether that helps is another question.
If the Emirates ID download fails
Common failure points, in the order I see them:
"User not found." Your Emirates ID number doesn't match ICP's records. Usually a typo, sometimes a recently renewed card where the system hasn't synced. Wait 24 hours after renewal before retrying.
OTP never arrives. Mobile number mismatch with ICP records. Update via the ICP app's "Modify Personal Information" service. Resident fee is AED 50 plus AED 5 service charge.
Face verification rejected. Lighting, glasses, or a beard that wasn't there during enrolment. Try again in natural light. If it keeps failing three times, the account locks for 24 hours and you'll need to visit a UAE Pass kiosk physically.
"Card under production." Your physical Emirates ID is being printed. You can still download a temporary digital version through ICP Smart Services showing your application reference, valid for proof of status but not for everything (banks won't open accounts on it).
Costs in 2025: Emirates ID download via UAE Pass or ICP is free. Card renewal is AED 100 per year of validity plus AED 70 service fee. Express service adds AED 150. Replacement of a lost card is AED 300.[3]
Renewing or replacing through the same apps
The ICP app does more than display. You can renew an expiring Emirates ID up to 30 days before expiry, or up to 30 days after (with a late fee of AED 20 per day, capped at AED 1,000). The renewal flow takes about five minutes if your biometrics are already on file. New card delivery to your address is typically 3 to 5 working days in Dubai and Abu Dhabi, longer for the northern emirates.
Lost your card? Report it through the app within seven days under Article 14 of the Emirates ID law. The replacement application costs AED 300 plus AED 70 service charge, and you'll get a temporary digital ID immediately while the new plastic prints.
For sponsored family members, the sponsor's UAE Pass can manage dependent IDs if the relationship is registered in ICP's family file. Worth checking — many residents don't realise they can pull their kids' digital IDs from one phone.
A practical workflow for residents
Set up UAE Pass once, properly, with face verification at the highest tier. Pin the app to your home screen. When asked for ID at any counter, open UAE Pass, tap "My ID," show the live QR. Done.
Keep ICP Smart Services installed as backup and for card lifecycle stuff — renewals, replacements, address updates. Take a clear photo of the physical card front and back and store it in a secure notes app, but don't rely on it for official use because, again, screenshots aren't accepted.
For visa-related questions tied to your Emirates ID, the residence visa category covers renewals and sponsor changes that affect ID validity.
If your Emirates ID is tied to a labour contract issue or your sponsor cancelled the visa unexpectedly, the ID gets blocked even if the plastic is still in your wallet. That's a separate problem and worth a proper consultation rather than another app download.
