Smart Services ICP: Your UAE Visa & Residency Portal Guide

If you're applying for a UAE residence visa, renewing an Emirates ID, or sponsoring family, you'll end up on Smart Services ICP sooner or later. It's the federal portal run by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) — and honestly, most clients try to use it once, get an error, and call me in a panic.

This guide cuts through that.

Quick answer

Smart Services ICP is the online platform at smartservices.icp.gov.ae where you handle UAE federal immigration and identity matters: residence visas, entry permits, Emirates ID, status amendments, and family sponsorship — for every emirate except Dubai (which uses GDRFA Dubai). You log in with UAE Pass, pick the service, upload documents, pay in AED, and track the file. Most standard transactions cost between AED 100 and AED 1,500 and process within 1 to 5 working days. Urgent and express tracks exist for nearly everything, at higher fees.

What Smart Services ICP actually does

Smart services ICP is the public-facing front-end for ICP — the federal authority created under Federal Decree-Law No. 29 of 2021 on Entry and Residence of Foreigners. It replaced the older eChannels and ICA smart services portals in 2022.

Use it for:

• Residence visa issuance, renewal, and cancellation (outside Dubai)
• Entry permits, including the 60-day employment entry permit
• Emirates ID issuance, renewal, and replacement under Federal Law No. 9 of 2006
• Family sponsorship (spouse, children, parents, domestic workers)
• Status amendment from visit to residence — when eligible
• Golden visa, Green visa, and other long-term residence applications
• Passport-related services for UAE citizens
• Fines payment and amnesty initiatives

What it does not do: Dubai residence visas. If your sponsoring company is licensed by DED Dubai, DMCC, JAFZA, DIFC, or any Dubai free zone, you're on GDRFA Dubai's portal instead. People mix these up constantly. Check the trade licence first.

Watch out: A Dubai-licensed employer cannot issue a residence visa through smart services ICP. The system will accept some early steps then reject the medical-to-EID link. You'll have wasted the fee.

Logging in: UAE Pass is the only sane route

Theoretically you can register with email. Don't. UAE Pass — the federal digital identity — pulls your Emirates ID data automatically and lets you sign documents digitally. It's free, takes 10 minutes at any kiosk or via the app with a passport scan.

Once logged into smart services ICP, your dashboard shows three tabs that matter: Individual, Establishment (if you're an HR signatory on a company file), and Typing Centre (mostly irrelevant for end users).

Two practical notes from running these files every week:

The portal logs you out aggressively. Save your application reference number the moment it appears, because re-entering half-filled forms is genuinely painful.

Document uploads cap at 2 MB per file and reject anything other than PDF or JPG. Compress before you start. Bring photo dimensions to 35x45 mm with a white background, or the system silently fails the biometrics step.

Costs: what you'll actually pay in 2024

ICP publishes fees on its tariff page, but the line items don't always match what shows in checkout because of typing fees, Emirates ID, medical, and insurance bundles. Rough current figures:

Costs change. ICP adjusted several fees in late 2023 under Cabinet Decision No. 65 of 2022. Always check the live tariff before quoting a client. [1]

Express service usually doubles the base government fee but cuts processing from 3–5 working days to under 24 hours. For a visa renewal that's expiring tomorrow, worth every dirham.

The services people actually struggle with

Status amendment from visit to residence. Since 2022, ICP allows in-country conversion for most employment and family categories — you don't need to exit to Oman and come back. The catch: your visit visa must still be valid, you need a clean fingerprint record, and the sponsoring entity must be registered on ICP's establishment side. Article 8 of Cabinet Resolution No. 65 of 2022 governs this. [2]

Family sponsorship. Income threshold is AED 4,000 monthly (or AED 3,000 plus accommodation) for sponsoring a spouse and children. Parents need AED 20,000 monthly and a two-bedroom apartment minimum. You upload the tenancy contract — registered with the relevant emirate's tenancy system — plus a salary certificate and bank statements. ICP rejects unattested foreign marriage certificates routinely. Get the MOFA attestation done first.

Emirates ID renewal. If your residence visa is renewing, the EID renews automatically as part of the same file — you don't apply separately. Doing it as a standalone service when a visa renewal is pending creates a duplicate file that has to be manually cancelled. Frankly, the help desk takes a week to fix it.

Golden visa. The eligibility checker on smart services ICP runs against your existing data (salary, degree, property value). If it says you're ineligible but you think you qualify, the issue is almost always that your degree isn't attested in the MOFA system, or your salary certificate isn't in the WPS (Wages Protection System) record ICP can read.

When the portal fails (and it will)

The honest reality of smart services ICP: it has good days and bad days.

Common failure modes:

• "Service temporarily unavailable" — usually a backend sync with the Ministry of Health for medical fitness results. Try again in 2 hours.
• Payment debited, application not submitted. Keep the bank SMS. ICP's call centre on 600 522222 can match the transaction by reference and either complete the submission or refund within 14 working days.
• Biometric mismatch on EID renewal. Means your old fingerprints don't match. Walk into any ICP customer happiness centre — Al Barsha, Al Awir, Karama (Dubai service centres also accept federal cases for non-Dubai files), or the main Abu Dhabi centre on Sheikh Zayed Bin Sultan Street. Bring your passport.
• "Sponsor file frozen" — almost always an unpaid corporate fine or expired trade licence on the sponsor's side. Not your problem to fix; the HR signatory has to clear it.

For escalations, the official complaint channel is via the same portal under "Suggestions and Complaints." Response SLA is 3 working days. In practice, complex files need a follow-up call.

When to stop DIYing and call someone

You can absolutely run a straightforward family sponsorship or visa renewal yourself through smart services ICP. Thousands of people do every day.

But pay for help when:

• You have a previous visa cancellation under unclear circumstances (absconding, file ban)
• You're switching from a free zone visa to a mainland one mid-residency
• The sponsored person has a previous UAE deportation or criminal record
• You're applying for Golden visa on a borderline category (specialised talent, exceptional student)
• The file has been rejected once already — second rejections cost more and take longer to overturn

A licensed PRO or immigration lawyer usually charges AED 500–2,500 on top of government fees for these. Worth it.
