Smart Services ICP Gov AE: What Actually Works in 2025

If you're sitting in front of smartservices.icp.gov.ae trying to renew a visa, check a fine, or pull a residency status report — and the portal is throwing errors or asking for a UAE Pass you don't have — you're not alone. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) portal is the official front door for most immigration tasks outside Dubai. It works. Mostly. Here's how to actually get things done.

Quick answer

Smart Services ICP Gov AE is the Federal Authority for Identity, Citizenship, Customs and Port Security online portal. You use it for Emirates ID applications and renewals, visa status checks, entry permits, residence visa issuance for the six northern emirates plus Abu Dhabi, fine payments, and family sponsorship in those emirates. Dubai immigration goes through GDRFA instead. Most services need UAE Pass to log in. Fees are paid by card. Processing runs from 24 hours to 15 working days depending on the service.

What ICP actually handles (and what it doesn't)

The smart services icp gov ae portal covers federal immigration matters under Federal Decree-Law No. 29 of 2021 on Entry and Residence of Foreigners. That's a wide net.

You can apply for or renew an Emirates ID. Check residence visa status. Issue entry permits for tourist, visit, employment, or treatment purposes. Sponsor family members. Pay overstay fines and traffic-related immigration fines. Apply for a Golden Visa or Green Visa. Run a status report (passport history, entry/exit records).

What it doesn't handle: anything where the visa was issued by Dubai's General Directorate of Residency and Foreigners Affairs (GDRFA Dubai). Dubai runs its own parallel system at gdrfad.gov.ae. If your residence visa sticker says "Dubai" on it, ICP can't renew it. Honestly, most clients get this wrong at least once.

Free zones are messier. DIFC, ADGM, DMCC, JAFZA — the visa lives under either ICP or GDRFA depending on the emirate of the free zone. Abu Dhabi free zones (ADGM, twofour54, KIZAD) go through ICP. Dubai free zones go through GDRFA.

Logging in: UAE Pass or nothing

Since 2022, ICP has effectively forced UAE Pass as the login method for almost every meaningful service. You can browse public lookups (fine inquiry, visa validity check) without logging in, but the moment you want to submit or pay, UAE Pass appears.

If you don't have UAE Pass yet:

  1. Download the UAE Pass app.
  2. Scan your Emirates ID.
  3. Verify in person at an approved kiosk (Etisalat/du, some malls, ICP customer happiness centres) — or remotely via video verification if your Emirates ID is current.

The remote verification path takes about 10 minutes if it works. It frequently doesn't work on first attempt because of camera permissions or a blurry ID scan. Try Chrome on desktop if mobile fails.

Watch out: A "verified" UAE Pass and a "basic" UAE Pass aren't the same. Smart services icp gov ae rejects basic accounts for paid transactions. Check your account status under the app's profile tab before you start.

The services people actually use

Visit visa. Tourist visas (30 or 60 days), multi-entry visit visas (variable validity), and the 5-year multi-entry tourist visa introduced in 2022. Fees start around AED 250 and run past AED 1,000 for the multi-year option. Application is straightforward if your sponsor (hotel, airline, relative) is recognised by ICP.

Status reports. The "Get Your Status" service pulls your entry/exit log, current visa, and prior visas. AED 100 or so per report. Useful before any visa application — and frankly, before any job change.

Overstay fines. AED 50 per day overstay as of the 2022 fee restructure (down from AED 100 + AED 200 first-day under the older regime). Pay through the portal; the Emirates ID office will not let you renew until fines are clear.

When the portal breaks (and it will)

In my experience, three things go wrong most often.

First, payment failures. The gateway sometimes accepts your card, deducts the amount, then shows "transaction failed". Don't retry immediately. Wait 24 hours, check your bank, and if the money's gone but no application reference exists, email customerhappiness@icp.gov.ae with the bank transaction ID. Refunds take 15-30 days.

Second, "Your data does not match" errors during family sponsorship. This usually means the sponsored person's passport details on file don't match what you're entering — often because of a passport renewal that wasn't updated. Fix it via the "Modify Passport Information" service before doing anything else.

Third, the portal logs you out mid-application and your draft is gone. Save reference numbers at every step. Screenshot. Treat ICP like it has the memory of a goldfish.

For anything urgent, the 600 522222 hotline does answer — but the wait is real. The customer happiness centres (Al Ghurair Centre Dubai, Al Wahda Mall Abu Dhabi, and one in each northern emirate) are faster if you can get there in person.

Typing centres vs doing it yourself

The portal is in theory designed for end users. In practice, half the residents I know still walk into an Amer (Dubai) or Tas-heel (federal) typing centre and pay AED 100-200 extra to have someone else click the buttons.

Why? Because the consequences of a mistake are large. A wrong profession code on a residence visa application can get the file rejected. Uploading the wrong page of a passport scan can cost you a week. A typing centre absorbs that risk for you, and many are open until 10pm.

If your case is straightforward — Emirates ID renewal, fine payment, status report — do it yourself on smart services icp gov ae. If it's a new residence visa, family sponsorship, or anything involving Golden Visa eligibility, the typing centre is worth the AED 150.

A note on Golden Visa applications

The 10-year Golden Visa under Cabinet Resolution No. 65 of 2022 can be applied for directly through the smart services icp gov ae portal under "Long Term Visa Services". Categories include investors, entrepreneurs, specialised talents, scientists, outstanding students, and humanitarian pioneers.

The portal will ask you to upload your eligibility evidence — salary certificates above AED 30,000/month for the specialised talent route, property title deed above AED 2 million for the investor route, etc. Initial review takes 5-10 working days. If approved, you get a pre-approval letter and 60 days to complete the medical, Emirates ID biometrics, and visa stamping.

Rejection rates are real, particularly on the specialised talent track. Don't apply with marginal evidence. Either you clearly meet the threshold or you don't.

When to stop using the portal and call someone

If you've been refused entry, flagged with a travel ban, or had a residence visa cancelled while you were outside the UAE — the portal won't solve it. You need a human. Sometimes a lawyer, sometimes just a good PRO, but not a web form.

Same for any case involving absconding reports (under Article 26 of the Federal Decree-Law No. 29 of 2021), criminal-related visa cancellations, or deportation orders. Those go through formal channels with ICP's legal department, not the self-service portal.

For everything else — the routine stuff that makes up 95% of immigration admin — smart services icp gov ae genuinely works, when you log in with a verified UAE Pass and have your documents ready before you start.
