If you're dealing with UAE residency, a visa renewal, or a Golden Visa application, you'll bump into SmartServices ICP sooner or later. It's the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP)'s online portal — and honestly, most people only learn it exists when they're stuck mid-application at midnight.

This guide tells you what SmartServices ICP can and can't do, the fees that actually apply in 2024, and where it overlaps (or fights) with GDRFA Dubai.

SmartServices ICP is the federal portal at smartservices.icp.gov.ae run by the ICP for visa, Emirates ID, residency, and entry-permit transactions across all emirates except Dubai-issued residencies, which usually go through GDRFA Dubai. You log in with UAE Pass, pay in AED by card, and most services issue within 24-72 hours. It handles new visas, renewals, status changes, fines, and Golden Visa nominations. Some establishment-card and labour matters still need MOHRE or the relevant free zone.

What SmartServices ICP actually covers

The portal consolidates services that used to be split across counters and typing centres. You'll use it for: entry permits, residency issuance and renewal, Emirates ID applications, family sponsorship, status amendments, fine payments, and Golden Visa requests under Federal Decree-Law No. 29 of 2021 on Entry and Residence of Foreigners.

It does not handle work permits — that's MOHRE (Ministry of Human Resources and Emiratisation). It also doesn't handle Dubai-issued residency renewals in most cases. If your visa says "Dubai" as the issuing emirate, you're on GDRFA's Amer system or the GDRFA app instead. Get that wrong and you'll burn an hour filing on the wrong platform.

A small but useful point: SmartServices ICP also covers Customs and port-related requests, which is why the URL sits under icp.gov.ae rather than a standalone visa domain.

Logging in and what you'll need

UAE Pass is the standard login now. If you don't have it, you can register with email plus mobile, but UAE Pass cuts about half the verification steps. Most clients get this wrong and create three duplicate accounts trying to "fix" a stuck application.

  • Residency renewal (2 years, inside country): AED 300 fee + AED 100 knowledge & innovation fees + AED 100 smart services fee
  • Emirates ID renewal (2 years): AED 300 + AED 40 typing
  • Entry permit for family sponsorship: AED 500 (inside country) or AED 1,175 (long-term, multiple entries)
  • Golden Visa application: AED 2,800 to AED 3,800 depending on category, plus medical and Emirates ID separately
  • Urgent service fee: AED 100 extra per transaction
Costs add up fast: a family of four renewing residency plus Emirates IDs together usually runs AED 3,500-4,500 once medicals and typing are included. Budget accordingly.

Medical fitness tests are paid separately through DHA or SEHA — not through SmartServices ICP. The portal will, however, hold your file open until medical results sync electronically, usually within 24 hours of your appointment.

Common transactions, step by step

Residency renewal. Log in, pick "Residency Services" → "Renew Residency". The system pulls your existing file. Upload a fresh photo, confirm address, pay. You'll get an SMS when medical results are linked and a second SMS when the visa is stamped electronically. No more passport sticker — residency is digital under the 2022 reforms.

Family sponsorship. Sponsor needs minimum salary of AED 4,000 (or AED 3,000 + accommodation), per Cabinet Resolution No. 65 of 2022. Start with "Issue Entry Permit for Family". The dependent then enters the country, does the medical, applies for Emirates ID, and gets the residency stamped — all through follow-up steps in the same SmartServices ICP file.

Status change. If your dependent is already inside the UAE on a tourist visa, you can change status without exit. Fee is AED 750 extra. Frankly, in my experience this is worth it — the exit-and-return route involves flight costs and a real risk of the embassy holding the new entry permit.

Golden Visa. The nomination path varies. Investors, specialised talents, and outstanding students apply directly. For top professionals (salary AED 30,000+), you usually need a nomination letter from a recognised employer. Check the Golden Visa eligibility list under Cabinet Resolution No. 65 of 2022 before you pay anything.

Closing thought on transactions: save the reference number from every payment. The portal's "My Requests" tab sometimes loses track of older items, and that reference is your only proof if you need to escalate.

SmartServices ICP vs GDRFA Dubai

This trips people up constantly, so here's the short version.

If your residency was issued in Dubai, you renew through GDRFA Dubai (Amer centres, GDRFA app, or amer.ae). If it was issued in Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, or Fujairah, you use SmartServices ICP. Visit visas and most Golden Visa applications go through SmartServices ICP regardless of emirate, but Dubai-issued Golden Visas sometimes route through GDRFA — check your nomination letter.

Federal entry permits (90-day tourist visas, transit, etc.) are SmartServices ICP across the board.

One quirk: when you change jobs and move your visa from Dubai to Abu Dhabi (or vice versa), you have to cancel on one platform and re-issue on the other. There's no transfer button. Plan for a 5-10 day gap and don't travel during it.

When the portal breaks (and it will)

SmartServices ICP is mostly reliable, but it has bad days. Common issues: UAE Pass timeout loops, payment gateway failures after AED is debited, photo rejections without a reason, and Emirates ID print delays.

For payment failures: the AED is usually held, not lost. It releases back to your card in 5-7 working days. If it doesn't, file a refund request through "Contact Us" with the transaction ID. Don't pay twice — you'll just be chasing two refunds.

For stuck applications: call 600 522 222 (ICP customer service). Have your reference number ready. They can escalate to the relevant emirate's processing team, which is faster than emailing.

Key dates: Emirates ID renewal has a 30-day grace period after expiry. After that, fines accrue at AED 20 per day, capped at AED 1,000. Residency renewal grace is also 30 days under the 2022 reforms, replacing the old 6-month overstay window.

If you're dealing with overstay fines or a residency that lapsed entirely, the portal lets you pay the fine and renew in one flow — but the calculation is sometimes wrong. Cross-check against the published rates in UAE overstay fines before paying, because reversing an overpayment takes weeks.

A few honest tips

Don't use a typing centre for simple renewals. They charge AED 100-200 on top of ICP fees for clicks you can do yourself in fifteen minutes.

Do use a typing centre or a PRO for Golden Visa nominations, complex family files, or anything involving a previous overstay. The forms aren't hard — the judgement on which category to pick is what costs people money when they get it wrong.

Keep your passport valid for at least 7 months before any application. The system rejects shorter validities without telling you why.

Last thing: ICP's WhatsApp service on 600 522 222 actually works and is faster than email. Worth knowing when you're stuck on a Sunday.
