Water Bus Dubai: Routes, Fares & Rules Explained

This water bus Dubai guide covers routes, fares, timings, and the safety rules RTA enforces under Regulation No. (2) of 2007 and its implementing bylaw.

What Is a Water Bus in Dubai?

The RTA licenses, registers, and operates Water Buses on Dubai Creek, and may authorise another company to run them under RTA's terms (Article 3, Water Bus Regulation). The Regulation defines a Water Bus as a boat licensed by the RTA to transport passengers on Dubai Creek (Article 2, Water Bus Regulation); the licence is what makes a boat a water bus in the legal sense, rather than how an operator markets it. This is Dubai-emirate legislation specific to Dubai Creek — it doesn't extend to other emirates' waterways.

Water Bus Dubai Routes and Stations

Four fixed public transport routes cross the Creek, plus one separate tourist route (Article 5, Water Bus Bylaw):

• Route B1: Al Sabkha Station ↔ Bur Dubai Station
• Route B2: Bani Yas Station ↔ Dubai Old Souk Station
• Route B3: Al Sabkha Station ↔ Al Seef Station
• Route B4: Bani Yas Station ↔ Al Seef Station
• Tourist Route: a separate route for transporting visitors between stations across the Creek

The Marine Agency's chief executive may modify, add, or cancel any of these routes to improve the flow of passenger transport (Article 5, Water Bus Bylaw), so the list above is the current legal baseline rather than a permanently fixed map.

How Much Does the Dubai Water Bus Cost?

Fares are set at AED 4 per one-way trip between two stations, or AED 25 per tourist round trip (Article 5, Water Bus Regulation). The AED 25 fare applies to the separate Tourist Route, described in the bylaw as being for transporting visitors between stations across the Creek (Article 5, Water Bus Bylaw); it isn't an alternative price on the public transport routes, which keep the AED 4 one-way fare regardless of who's riding. RTA may raise fares over time, but any increase stays within the approved fare limit it has set (Article 5, Water Bus Regulation).

The Marine Agency's chief executive can also authorise a discount of up to 25% on prepaid Water Bus cards (Article 9, Water Bus Bylaw); because this is a ceiling rather than a fixed rate, the discount actually applied to any given card can be lower than 25%.

Article 5 of the Regulation lets RTA charge a fare card issuance fee in addition to the AED 9,000 registration fee, but it leaves the amount to the implementing bylaw, and the bylaw's fee provisions don't state a figure for it (Article 5, Water Bus Regulation). A passenger buying a card should expect this fee to apply at the point of purchase, even though neither instrument fixes the amount.

You pay through RTA's own payment machines, a prepaid Water Bus card, or other modern payment methods and technologies (Article 8, Water Bus Bylaw). Nol cards aren't named as a payment category in Article 8, so whether they fall within "other modern payment methods" is something this legislation leaves open rather than confirms.

Separately, the Water Bus registration fee of AED 9,000 is charged when a boat is registered with the RTA (Article 5, Water Bus Regulation). The Regulation frames this as a cost of registering the boat rather than a per-passenger charge, though it doesn't describe the fee as one-off, and it doesn't say in so many words that passengers never pay it.

Dubai Water Bus Timings

Operating hours differ by route (Article 7, Water Bus Bylaw):

• Public Transport Routes: 6:00 a.m. to 11:00 p.m.
• Tourist Route: 8:00 a.m. to 12:00 midnight

The Marine Agency's chief executive can adjust these hours based on demand and Creek traffic flow, so these times are the legal default rather than a guarantee for every single day of the year.

Water Bus Safety Rules in Dubai

To register a Water Bus, an operator must satisfy the Registration and Licensing Department of the Marine Agency by presenting the purchase invoice, a certificate of manufacture, a ballast water management certificate, and (for an imported boat) a customs clearance certificate, and by passing a technical inspection (Article 2, Water Bus Bylaw). These registration conditions sit apart from the equipment and crew requirements described below.

Before a Water Bus can be licensed, it must also carry insurance covering accidents, civil liability, and natural disasters, issued by an insurer licensed in Dubai (Article 6, Water Bus Regulation). Separate technical rules require these boats to carry equipment such as fire extinguishers, lifejackets, a GPS device, and a VHF radio (Article 3, Water Bus Bylaw). Crew members must complete STCW training courses, and on vessels under 50 feet the captain must hold a navigation licence certified by the Registration and Licensing Department of the Marine Agency (Article 4, Water Bus Bylaw). The bylaw doesn't tie either requirement to the specific moment of registration, but both must be met for the boat to operate lawfully. A passenger doesn't need to verify any of this personally, but it's part of what RTA checks before a water bus can operate.

Onboard, women and children get seating priority at the front, and operators must provide suitable seating for passengers with special needs (Article 6, Water Bus Bylaw). Captains are barred from operating a Water Bus while under the influence of alcohol, intoxicants, or narcotics, and from staying overnight aboard the boat (Article 11, Water Bus Bylaw). If a crew member breaches these rules, RTA employees and inspectors nominated for this purpose have the legal capacity to record the violation and issue fines (Article 9, Water Bus Regulation).

What This Law Doesn't Cover

This Regulation and its bylaw only govern RTA-licensed Water Buses on Dubai Creek. They say nothing about abra fares, dhow cruise pricing, ferry services elsewhere in Dubai, or private water taxis and charters, and they don't set out how disputes over a specific billed amount get resolved. If your question involves a different kind of Creek vessel, or a billing dispute, this Regulation doesn't give you the answer, so you'd need to raise it with RTA directly rather than relying on these provisions.
