    1. The ZIPE is an appreciation award granted in the name of His Highness Sheikh Zayed bin Sultan Al Nahyan, President of the UAE, based on specific selection criteria for those who meet the eligibility and nomination requirements. The ZIPE is awarded under the patronage of General His Highness Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Minister of Defence. 2. Competition for the ZIPE is open for all those concerned with the environment at the local and international levels. 3. The ZIPE will consist of an amount of money to be determined by the Supreme Committee; a gold medal; and a certificate of appreciation specially designed for, and bearing the logo of, the ZIPE; and signed by the ZIPE Patron.

    The ZIPE will be granted once every two (2) years by the ZIPE Patron at a public ceremony to be held in the city of Dubai on the UAE National Environment Day.

    The main focus areas of the ZIPE fall within the overall framework of protecting the environment and conserving its resources based on a complementary relationship between the environment and development, and on the concept of environmental sustainability. These focus areas address the issues and means of striking a balance between the population, the environment, and development resources. The main focus areas of the ZIPE include the following: 1. management of fragile ecosystems, such as combating desertification and drought and increasing green spaces; 2. protection of the quality and supplies of fresh water and application of integrated approaches to develop, manage, and utilise water resources; 3. safeguarding biological diversity, and conservation and development of wildlife; 4. protection of the marine environment and development of its biological resources, and integrated management of coastal zones; 5. enhancing sustainable agricultural and rural development; and continued development of nomadic areas; 6. enhancing sustainable development of the industry and energy sectors, and controlling the pollution resulting from their activities; 7. transfer and introduction of environmentally sound technologies to production and resources utilisation processes; 8. protection and improvement of health conditions for humanity; 9. promoting and raising awareness on the importance of environmental education and community participation; 10. promoting international cooperation for enhancing environmental capacity building with a view to achieving sustainable development; 11. enhancing the role of women in the fields of environment and development; and 12. environmental security issues.

    Nomination for the ZIPE is open to individuals, groups of individuals, and other government and non-government entities, such as institutions, organisations, institutes, unions, associations, agencies, and departments, provided that they meet the prescribed Criteria and have distinguished contributions and achievements in the field of the environment, in general, and in the focus areas of the ZIPE, in particular.

    The Supreme Committee will, in consultation with the competent bodies of the United Nations, the International Technical Advisory Committee, and the International Jury, as may be required, determine the general and particular eligibility Criteria for nomination and selection of winners, taking into consideration the following: a. success in addressing and permanently resolving a specific environmental issue; or diligently promoting and supporting the environmental cause and its relationship with sustainable development; b. success in bringing important environmental issues into the focus of public attention, and mobilising and steering local or international efforts towards successfully addressing and resolving these issues; c. effective participation in developing the theoretical and practical concepts and methods that address the environmental issues and concerns; and d. activation of joint work mechanism in addressing environmental issues.

    1. Individuals, groups of individuals, or other entities will submit their nominations to the Supreme Committee in accordance with the provisions of Articles (9) and (10) hereof. A nominator may only name one (1) nominee for the ZIPE. 2. A nomination must be accompanied by a curriculum vitae of the nominee; a detailed description of the work in respect of which the nomination is made; and an evaluation of the outcomes and impact of that work. 3. Nomination will be made using the nomination form prescribed by the Supreme Committee for this purpose. 4. Members of the committees formed pursuant to this Charter may not, throughout the term of their membership, nominate themselves, their relatives, or any member of their institutions or agencies for the ZIPE.

    1. a) The Supreme Committee will, based on the recommendations of the International Jury, select the individuals, groups of individuals, and entities, including any institutions, organisations, unions, or similar entities, to whom the ZIPE will be awarded. b) Recommendations of the International Jury will be passed by a two-third majority of its members. 2. The ZIPE may be awarded to more than one individual or establishment. 3. Subject to the provisions of Article (9) of this Charter, the ZIPE may be awarded to the heirs of a deceased individual who has applied for nomination during the prescribed period of nomination for the ZIPE. 4. The ZIPE will be withheld from any of the institutions, agencies, or other entities specified by Article (9) of this Charter if they cease to exist at the time of the ZIPE awarding.

    The organisational structure of the ZIPE will be comprised of: • the Supreme Committee; • the General Secretariat; • the International Technical Advisory Committee; and • the International Jury.

    The ZIPE Patron will issue a resolution forming the Supreme Committee. This resolution will determine the tenure, powers, duties, and terms of reference of the Supreme Committee.

  15. المادة 15

    The Supreme Committee will have the following functions: 1. to draft the bylaws regulating the work of the Supreme Committee and submit the same to the ZIPE Patron for approval; 2. to propose the draft annual budget of the ZIPE and submit the same to the ZIPE Patron for approval; 3. establish the general and particular Criteria for eligibility for nomination for the ZIPE and for selecting the winners; and consult on the same, where required, with the competent bodies of the United Nations, the International Technical Advisory Committee, and the International Jury; 4. form the International Technical Advisory Committee; 5. form the International Jury; 6. establish the General Secretariat; 7. issue the bylaws regulating the work of the International Technical Advisory Committee and the International Jury, and determine the term of membership in each of them, and their powers and terms of reference; 8. issue the bylaws regulating the work of the General Secretariat and establishing its organisational structure, job descriptions, and work procedures; 9. issue the bylaws related to the remunerations and benefits of the members of the International Technical Advisory Committee and the International Jury, and to the salaries and bonuses of the General Secretariat's employees; and 10. perform any other duties assigned to the Supreme Committee by the ZIPE Patron.

    ZIPE Account Subject to the approval of the ZIPE Patron, a bank account in the name of "Zayed International Prize for the Environment" will be opened with a national bank.

    Transactions through the ZIPE account will be conducted, and the account will be managed, pursuant to an investment agreement concluded between the Supreme Committee and the approved bank.

  18. المادة 18

    1. A grant of fifteen million US dollars (USD 15,000,000.00) made by the ZIPE Patron, General His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Minister of Defence, will be deposited in the ZIPE account. This amount constitutes the capital of the ZIPE. 2. Grants made by individuals and concerned organisations to the ZIPE account will be accepted in accordance with the directives of the ZIPE Patron.

    1. The management expenses of the ZIPE and the amounts paid to the ZIPE winner(s) will be debited to the ZIPE account. 2. The expenditures and value of the ZIPE throughout a period of two (2) years may not exceed the proceeds of the ZIPE account for the same period.

    The ZIPE account transactions will be conducted through a separate accounting system developed by a specialised technical entity, endorsed by the Supreme Committee, and approved by the Prize Patron.
