Executive Council Resolution No. (2) of 2010 Establishing the Regulation and Supervision Bureau for the Electricity and Water Sector in the Emirate of Dubai

المادة 1

A bureau to be known as the “Regulation and Supervision Bureau for the Electricity and Water Sector in the Emirate of Dubai” (the “Bureau”) is hereby established within the Council. The Bureau will be incorporated in the Council’s organisational structure.

المادة 2

The Bureau will be responsible for regulating the electricity and water sector in the Emirate of Dubai, licensing establishments working in this sector, and supervising the activities of such establishments. For this purpose, the Bureau may: 1. prepare and submit to the Council, the standards related to the economic, technical, environmental and public safety requirements for licensing electricity generation and water desalination establishments in the Emirate of Dubai; 2. process and approve applications for licensing electricity generation and water desalination establishments in accordance with the standards adopted in this regard; 3. monitor and supervise licensed electricity generation and water desalination establishments in the Emirate of Dubai to verify their compliance with the adopted standards and take the necessary measures in this regard.; 4. establish the regulations and rules required for the organisation and management of the working procedures of the Bureau, including maintaining registers of all data and information related to licensed establishments in the water and electricity sector in the Emirate of Dubai; 5. propose legislation regulating the water and electricity sector in the Emirate of Dubai; and 6. perform any other duties assigned to it by the Council.

المادة 3

The Bureau will be comprised of a chairman and a number of members appointed by the chairman of the Council for a period of three (3) years. The chairman and members of the Bureau must be highly qualified, experienced, knowledgeable and competent specialists in the electricity and water sector, and may not be in any way related to the establishments licensed in the Emirate of Dubai in the field of electricity or water.

The Bureau will have an annual budget included in the Council’s annual budget. The general secretariat of the Council will provide all technical, financial, and administrative support to the Bureau.

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
