Law No. (13) of 2024 Amending Law No. (11) of 2009 Concerning the Dubai Sports Council

المادة 1

Articles (2), (9), and (17) of the Original Law are hereby superseded by the following: Article (2) The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. Executive Council: The Executive Council of the Emirate of Dubai. DSC: The Dubai Sports Council. Board of Directors: The board of directors of the DSC. General Secretariat: The general secretariat of the DSC. Secretary General: The secretary general of the DSC. Sports Establishment: Any establishment licensed in the Emirate to conduct a sports activity.This includes football companies; sports clubs; and youth and sports academies and centres which are concerned with the social, cultural, and sports affairs of the youth. Article (9) a. The DSC will have a Board of Directors comprised of a chairman, a vice chairman, and a number of members, appointed pursuant to a decree of the Ruler. b. The Board of Directors will have the duties and powers to: 1. approve the general policy and the strategic plans and programmes of the DSC; 2. approve the plans, projects, programmes, and initiatives required for supporting and implementing the approved general policy of the DSC; 3. approve the bylaws, regulations, and resolutions regulating the administrative, financial, and technical affairs of the DSC; 4. approve the programmes and initiatives designed to motivate Sports Establishments, their members, and their employees and to develop the administrative work at these establishments; 5. approve the annual report on the work and activities of the DSC; 6. approve the bylaws, regulations, plans, and programmes required to boost the professional performance of Sports Establishments and to instil a culture of sports professionalism; 7. approve the operating budgets of Sports Establishments based on their financial needs, ensuring effective utilisation of available resources; 8. approve the fees and charges for the services provided by the DSC, and submit the same, through the General Secretariat, to the competent entities for final approval; 9. approve the organisational structure of the DSC, and submit the same, through the General Secretariat, to the competent entities for final approval; 10. approve the draft annual budget and financial statements of the DSC, and submit the same, through the General Secretariat, to the competent entities for final approval; 11. approve the funding required for developing and implementing the plans, projects, and programmes of Sports Establishments, and submit the same, through the General Secretariat, to the competent entities for final approval; 12. propose the legislation related to the DSC objectives, and give opinion on the legislation needed to regulate sport-related fields; and 13. exercise any other duties or powers, related to the objectives of the DSC, as assigned to it by the Ruler or the Chairman of the Executive Council. c. The Board of Directors may delegate any of its powers under paragraph (b) of this Article to a committee comprised of its members, or to the Secretary General, provided that such delegation is specific and in writing. Article (17) The financial resources of the DSC will consist of: 1. the support allocated to the DSC in the general budget of the Emirate; and 2. the fees and charges for the services provided by the DSC; 3. the grants, bequests, and gifts received by the DSC and accepted by the Board of Directors; and 4. any other resources approved by the Executive Council.

a. Articles (7), (8), and (12) of the Original Law are hereby repealed. b. The above-mentioned Decree No. (2) of 2017 and Decree No. (5) of 2020 are hereby repealed. c. Any provision in any other legislation is hereby repealed to the extent that it contradicts the provisions of this Law. d. The powers vested in the President and Vice President of the DSC, under the legislation in force in the Emirate, are hereby transferred to the Board of Directors.

This Law comes into force on the day on which it is issued, and will be published in the Official Gazette.

المادة 9

أ- يكون للمجلس مجلس إدارة، يتكون من رئيس ونائب لرئيس مجلس اإلدارة وعدد من األعضاء، يتم تعيينهم بمرسوم يصدره الحاكم. ب- يتولى مجلس اإلدارة المهام والصالحيات التالية: 1. اعتماد السياسة العامة للمجلس، وخططه وبرامجه اإلستراتيجية. 2. اعتماد الخطط والمشاريع والبرامج والمبادرات الالزمة لتعزيز وتنفيذ السياسة العامة المعتمدة للمجلس. 3. اعتماد اللوائح واألنظمة والقرارات المتعلقة بتنظيم أعمال المجلس في النواحي اإلدارية والمالية والفنية. 4. اعتماد البرامج والمبادرات الخاصة بتحفيز المؤسسات الرياضية وأعضائها ومنتسبيها وتطوير العمل اإلداري في هذه المؤسسات. 5. اعتماد التقرير السنوي عن أعمال وأنشطة المجلس. 6. اعتماد اللوائح واألنظمة والخطط والبرامج الالزمة لتعزيز األداء االحترافي للمؤسسات الرياضية وترسيخ ثقافة االحتراف الرياضي. 7. إقرار الموازنات التشغيلية للمؤسسات الرياضية وفق االحتياجات المالية المطلوبة، بما يكفل حسن استغالل الموارد المتاحة. 8. إقرار الرسوم وبدل الخدمات التي يقدمها المجلس، ورفعها من خالل األمانة العامة للجهات المختصة العتمادها. 9. إقرار الهيكل التنظيمي للمجلس، ورفعه من خالل األمانة العامة إلى الجهات المختصة العتماده. 10. إقرار مشروع الموازنة السنوية للمجلس وحسابه الختامي، ورفعهما من خالل األمانة العامة للجهات المختصة العتمادهما. 11. إقرار التمويل الالزم لتنفيذ وتنمية خطط ومشاريع وبرامج المؤسسات الرياضية، ورفعها من خالل األمانة العامة إلى الجهات المختصة العتمادها. 12. اقتراح التشريعات ذات الصلة بأهداف المجلس، وإبداء الرأي حول التشريعات المطلوبة في المجاالت المتعلقة بالرياضة. 13. أي مهام أو صالحيات أخرى ذات صلة بأهداف المجلس، يتم تكليفه بها من الحاكم أو رئيس المجلس التنفيذي. ج- يكون لمجلس اإلدارة تفويض أي من صالحياته المنصوص عليها في الفقرة (ب) من هذه المادة للجنة مكونة من أعضاء مجلس اإلدارة أو األمين العام، على أن يكون هذا التفويض خطياً ومحدداً.

المادة 17

تتكون الموارد المالية للمجلس مما يلي: 1. الدعم المقرر للمجلس في الموازنة العامة لإلمارة. 2. الرسوم وبدل الخدمات التي يقدمها المجلس. 3. المنح والوصايا والهبات التي يتلقّاها المجلس ويقبلها مجلس اإلدارة. 4. أي موارد أخرى يقرها المجلس التنفيذي.
