Law No. (25) of 2024 Transferring the Dubai International Holy Quran Award to the Islamic Affairs and Charitable Activities Department

المادة 1

a. As of the date on which this Law comes into force, the DIHQA will be transferred to the IACAD, and incorporated as an organisational unit within the approved IACAD Organisational Structure. b. The IACAD will, in coordination with the General Secretariat of the Executive Council, determine the organisational level, duties, and functions of the organisational unit referred to in paragraph (a) of this Article.

المادة 2

a. The following are hereby transferred to the IACAD: 1. all the duties and functions assigned to the DIHQA and its Organising Committee under the Resolution dated 30 December 1998 establishing the DIHQA and approving its Charter, and other legislation in force in the Emirate of Dubai; 2. the ownership of the real property, movables, assets, devices, equipment, and other property of the DIHQA; 3. the Employees of DIHQA who, by the effective date of this Law, are employed by the DIHQA and are deemed by the IACAD essential to enable it to achieve its objectives and perform its duties and functions under the above-mentioned Law No. (2) of 2011, the resolutions issued in pursuance thereof, and other legislation in force in the Emirate of Dubai. These Employees will, in coordination with the Dubai Government Human Resources Department, be placed on grades in accordance with the above-mentioned Law No. (8) of 2018 and the resolutions issued in pursuance thereof; and will retain their existing rights, including the increments and allowances they receive by the effective date of this Law; and 4. the financial appropriations allocated to the DIHQA by the Government of Dubai. b. The IACAD hereby succeeds to all the rights and obligations of the DIHQA.

المادة 3

The DIHQA will have a Board of Trustees whose Members are appointed, and their functions determined, pursuant to a resolution of the Chairman of the Executive Council. The provisions of the above-mentioned Decree No. (1) of 2023 and the resolutions issued in pursuance thereof applies to the governance of the Board of Trustees. The IACAD must provide administrative and technical support to the Board of Trustees of the DIHQA.

المادة 4

The IACAD must pay the Total Salaries of the Employees of the DIHQA who are transferred to the IACAD by the effective date of this Law, as per their respective employment contracts, until the placement of these Employees on grades in accordance with the provisions of sub-paragraph (a)(3) of Article (2) hereof.

المادة 5

The IACAD must coordinate with the concerned entities in the Emirate to ensure that the DIHQA complies with the provisions of this Law within no later than three (3) months from its effective date. The Chairman of the Executive Council may, where required, extend this time frame for the period he deems appropriate.

المادة 6

The Chairman of the Executive Council will issue the resolutions required for the implementation of the provisions of this Law.

المادة 7

The Resolution dated 30 December 1998 establishing the DIHQA and approving its Charter, and the resolutions forming the committee organising the DIHQA, are hereby repealed. Any provision in any other legislation is also hereby repealed to the extent that it contradicts the provisions of this Law.

المادة 8

This Law will be published in the Official Gazette and will come into force on the day on which it is published.
