Resolution No. (1) of 2023 Approving the Manual for Recruitment of Players by Football Companies and Clubs in the Emirate of Dubai

المادة 1

a. Pursuant to this Resolution, the attached Manual for Recruitment of Players by Football Companies and Clubs in the Emirate of Dubai (the "Manual"), inclusive of the rules, conditions, and procedures set forth therein, is approved. b. The DSC General Secretariat must publish this Manual, and any subsequent amendments thereto, on its website. This Manual will have the same binding force of the legislation published in the Official Gazette of the Government of Dubai.

المادة 2

This Manual applies to all football companies and clubs in the Emirate of Dubai.

المادة 3

For the purposes of this Resolution, the DSC General Secretariat will have the duties and powers to: 1. circulate the Manual to all football companies and clubs in the Emirate of Dubai; 2. review the Manual on a regular basis and propose any amendments required to update it, in coordination with the concerned entities; and submit these proposed amendments to the Chairman of the DSC for approval; and 3. monitor compliance with the Manual by football companies and clubs; prepare periodic compliance reports; and submit the same to the Board of Directors of the DSC to take the necessary action in respect thereof.

المادة 4

All football companies and clubs in the Emirate of Dubai must comply with the Manual within three (3) months from its effective date. The Secretary General of the DSC may, where required, extend this grace period for the same period.

المادة 5

All football companies and clubs in the Emirate of Dubai must comply with the Manual, and take necessary action to implement the same.

المادة 6

The Secretary General of the DSC will issue the instructions required for the implementation of this Resolution and the Manual.

المادة 7

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
