Resolution No. (12) of 2025 Constituting the Steering Committee for the Dubai Judicial Expertise Centre

المادة 1

The following words and expressions, wherever mentioned in this Resolution, have the meanings respectively assigned to them, unless the context implies otherwise: Emirate: The Emirate of Dubai. Law: Law No. (11) of 2025 Establishing the Dubai Judicial Expertise Centre. Judicial Council: The Judicial Council of the Emirate. Chairman: The Chairman of the Judicial Council. Courts: The Dubai Courts regulated pursuant to the above-mentioned Law No. (6) of 2005. RDC: The Rental Disputes Settlement Centre in the Emirate regulated pursuant to the above-mentioned Decree No. (26) of 2013. Steering Committee: The Steering Committee for the Dubai Judicial Expertise Centre constituted pursuant to this Resolution. DJEC: The Dubai Judicial Expertise Centre established pursuant to the Law. Project: The transfer to the DJEC of the functions, assets, property, Employees, and financial appropriations of the Courts and the RDC in accordance with the provisions of Article (17) of the Law.

المادة 2

a. A Steering Committee is hereby constituted under the chairmanship of the Director of the Courts and with the membership of: 1. the Secretary General of the Judicial Council; 2. the Chief Executive Officer of the Operations Sector of the Dubai Government Human Resources Department; 3. the Chief Executive Officer of the Corporate Enablement Sector at the Dubai Digital Authority; 4. the Executive Director of the Central Accounts Sector of the Department of Finance; 5. a representative from the General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai; and 6. a representative from the RDC. b. The representatives of the Government Entities referred to in paragraph (a) of this Article will be nominated by the officials in charge of these entities. These representatives must be experienced and specialised in the fields that are relevant to achieving the objectives of the DJEC.

المادة 3

In addition to the functions vested in it under the Law, the Steering Committee will: 1. approve the Project implementation plan based on the approved phases, including deliverables, recommendations, and timeline for each phase; 2. determine the assets, property, funds, devices, equipment, duties, functions, responsibilities, and obligations to be transferred to the DJEC from the Courts and the RDC; 3. approve the organisational units of the Courts and the RDC to be transferred to the DJEC, together with the financial appropriations allocated to those organisational units by the Department of Finance; 4. approve the list of Employees of the Courts and the RDC to be transferred to the DJEC, together with the financial appropriations allocated to those Employees by the Department of Finance. The transfer of those Employees will be subject to the provisions of the above-mentioned Decree No. (60) of 2023; 5. follow up and monitor the progress of the Project implementation phases; and issue the necessary directives in respect of any obstacles and difficulties encountered during the Project implementation phases and any proposals or solutions the Steering Committee deems appropriate to address and overcome any such difficulties and obstacles; 6. form sub-committees and work teams, pursuant to resolutions issued by the Chairman of the Steering Committee, to assist it in performing its functions; and determine the duties, functions, terms of reference, and other matters related to these sub-committees and work teams; 7. provide strategic support to the sub-committees and work teams formed by the Steering Committee; and seek to overcome the challenges that may arise during Project implementation; 8. seek assistance from experts and specialists as it deems appropriate, provided that they do not have a vote in its deliberations; and 9. perform any other functions related to the achievement of the objectives of the DJEC, as assigned to it by the Chairman.

المادة 4

The Steering Committee will develop its own terms of reference, in a manner that enables it to complete the Project within the prescribed timeframe and perform its functions efficiently and effectively. The terms of reference must include the procedures for convening its meetings and passing its resolutions and recommendations.

المادة 5

The Courts are responsible for providing the Steering Committee with administrative and technical support to enable it to perform its functions under the Law and this Resolution, including the appointment of the rapporteur of the Steering Committee.

المادة 6

All concerned Government Entities must fully cooperate with the Steering Committee and its sub-committees and work teams; and must provide, in a timely manner and without delay, the data, information, statistics, documents, and studies requested and deemed necessary by the Steering Committee to implement and complete the Project and to enable it to perform its functions under the Law, this Resolution, the resolutions issued in pursuance thereof, and other legislation in force in the Emirate.

المادة 7

a. The Steering Committee will, through the General Secretariat of the Judicial Council, submit a final report to the Chairman within a maximum period of three (3) months from the date on which this Resolution comes into force. The report will outline the outcomes of the work and achievements of the Steering Committee, the deliverables of the Project, the difficulties and obstacles encountered by the Steering Committee in performing its functions, and the recommended solutions and proposals for overcoming these difficulties and obstacles, for the Chairman to issue the relevant directives as he deems appropriate. b. Where required, the deadline referred to in paragraph (a) of this Article may be extended upon the recommendation of the Chairman of the Steering Committee.

المادة 8

The Chairman of the Steering Committee will issue the resolutions required for the implementation of the provisions of this Resolution.

المادة 9

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
