How to Do an Emirates ID Check: A Practical Guide

If you're hiring someone, renting out your flat, signing a sales contract, or just want to confirm your own residency status is current, an emirates id check is the fastest way to verify identity and visa validity in the UAE. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) runs the official systems. Most people use the wrong one.

Quick answer

To run an emirates id check, use the ICP smart services portal at icp.gov.ae or the UAEICP app. You can check the card's validity, the visa file number, and the residency status by entering the 15-digit ID number or scanning the card. There's no public fee for a basic status check. For employment or tenancy verification, you'll want a printed validity certificate, which costs AED 100 to AED 150 depending on the channel. Don't trust third-party "verification" sites.

What an Emirates ID actually proves

The Emirates ID is the mandatory identity card issued under Federal Decree-Law No. 17 of 2022 (and earlier Federal Law No. 9 of 2006) to every UAE citizen and resident. It carries a 15-digit Identity Number (IDN) starting with 784, biometric data, and an embedded chip linked to the holder's residency file.

What it confirms: identity, residency status, visa validity period, and — through the chip — a signed digital identity you can use for Pass UAE, banking onboarding, and government portals.

What it does not confirm: employment status, salary, or whether someone is the registered tenant of a specific address. Frankly, most clients get this wrong. They assume the card "proves" things it doesn't.

Honestly, the card is only as current as the underlying residency file. A card that looks valid on the surface can be linked to a cancelled visa. That's why you check, not just look.

The three legitimate ways to run an emirates id check

1. ICP smart services portal (icp.gov.ae)

Go to the "Public Services" section and choose "Card Status Inquiry." Enter the 15-digit IDN or the application number. The system returns the production stage, card status (Active, Expired, Under Renewal, Lost), and expiry date. Free. Takes 30 seconds.

2. UAEICP mobile app

Available on iOS and Android. Same data, plus you can scan the QR code on the back of a physical card. The QR scan is the closest thing to a tamper-proof check because it pulls data live from the ICP database rather than reading the printed surface.

3. UAE PASS digital identity verification

If the other party has UAE PASS (the national digital ID), ask them to share a verified document through the app. The signed PDF carries a QR code that resolves back to ICP. For a tenancy or employment file, this is the gold standard.

Watch out: there are dozens of lookalike "emirates id check" websites that ask for ID numbers and then either charge a fake fee or harvest the data. ICP only uses icp.gov.ae and the UAEICP app. Anything else, walk away.

A printed certificate of card validity, if you need one for a court filing or a bank, costs AED 100 through the ICP portal and AED 150 if you go through a typing centre. Issued same day.

When you actually need to run a check

Employers are required to verify Emirates ID and visa validity before onboarding under Ministry of Human Resources and Emiratisation (MOHRE — the labour ministry) onboarding rules. Skip this and you risk fines for employing someone whose residency lapsed. The MOHRE work permit system actually flags expired IDs at the contract submission stage, but by then you've already issued offer letters.

Landlords should check before signing an Ejari (the Dubai tenancy registration system). A tenant with an expired residency can't get utilities connected with DEWA without complications, and you'll be chasing them for documents for months.

Buyers and sellers in property transactions need verified IDs for the Dubai Land Department transfer appointment. The DLD trustee office at the Baniyas branch or Al Manara office will refuse to proceed if the IDN doesn't match the title deed records.

Banks run their own check during KYC under the Central Bank's AML regulations, but a pre-check saves you the rejection letter.

How to read the result

The ICP response screen uses specific status terms. Learn them.

  • Active — card is in force, residency is valid through the displayed expiry date.
  • Under Renewal — application submitted, old card still usable for most purposes until issuance, but some banks will not accept it.
  • Expired — the card has passed its expiry. Residency may also have lapsed, triggering overstay fines of AED 50 per day under the current ICP schedule.
  • Lost / Damaged / Stolen — a replacement has been reported. Do not transact on the physical card you're holding.
  • Cancelled — the residency visa tied to this ID has been cancelled. The person is either on a grace period (typically 30 to 60 days depending on visa type) or out of status.

A card that shows "Active" but a residency expiry within 30 days is a yellow flag for any long-term commitment. Get the renewal done first. Don't sign a 12-month lease against a card expiring in two weeks.

Doing a bulk check (employers, large landlords, property managers)

If you're running checks at scale — say, a facilities company onboarding 200 workers, or a property manager screening tenants across a portfolio — the manual portal is painful.

Two real options:

ICP offers an enterprise API through its Business Services agreement. You'll need a trade licence, an authorised signatory, and a data processing commitment. Pricing is negotiated. Onboarding takes around three to six weeks in my experience, and ICP wants a clear use case before granting access.

The UAE PASS Business platform lets you request verified documents from individuals in bulk. The person consents, signs through the app, and you receive a verified PDF. Slower per person but legally cleaner for consent purposes under the Personal Data Protection Law (Federal Decree-Law No. 45 of 2021).

Costs at a glance (2024): Basic ICP portal check — free. Validity certificate — AED 100 online, AED 150 typing centre. UAEICP app QR scan — free. ICP enterprise API — bespoke, request a quote.

What to do if the check fails

A failed emirates id check during onboarding or contracting isn't necessarily fraud. Most failures are administrative: a delayed renewal, a recent change of sponsor, or a card that was reported lost but is actually in the person's wallet.

Ask the holder to:

  1. Open the UAEICP app and pull their own status.
  2. If "Under Renewal," share the application number — you can verify that against the portal.
  3. If "Cancelled," ask for the visa cancellation paper and the new entry permit or grace period notice.

If the person can't or won't produce these within 48 hours, that's your answer. I've seen too many landlords accept "it's being renewed, trust me" and end up with a non-paying tenant they can't formally evict because the original signing was on an invalid ID.

For disputes over identity in a signed contract, the Dubai Courts and Abu Dhabi Judicial Department both accept ICP-issued certificates as evidence under the Federal Evidence Law (Federal Decree-Law No. 35 of 2022). The certificate beats a photocopy every time.

A few habits worth building

Run the check yourself. Don't accept a photocopy or a WhatsApp photo of the card as proof. The QR code scan or a freshly pulled ICP certificate dated within seven days of your transaction is what you want on file.

Keep the verification record. Screenshot the portal result with the timestamp visible, or save the PDF certificate. If a dispute lands in court three years later, this is the kind of evidence that closes the argument fast.

Re-check at renewal points. A valid emirates id check today doesn't mean valid in six months. For multi-year contracts, build a renewal verification clause into the agreement.

One last thing. The ICP and MOHRE systems don't always sync instantly. A residency cancelled at 4pm may still appear active at 5pm. For anything high-value, wait 24 hours after a reported change and check again.
